When your government still uses Java webapps to deliver IRS... And you can only do it online... And even in IE doesn't run properly...

That's what happens when people are chosen for public positions, not because they know what they are doing but because someone got him the place because his a friend / family / lobbies... Even if that person knows nothing about what they need to do.
We call it "cunhas" and portuguese government is run this way...
