This is a general thing with companies: If you're doing something and you have a budget of 300 million dollars, you'll use 300 million dollars. If you only have a budget of 1 million, you'll obviously only use 1 million. It's kind of a myth that more money produces greater results, if you have a certain budget, life will find a way to eat that budget no matter how (in)efficient
