I've noticed that devrant official app is not published in google play store, someone knows why? the link to it shows an app not found error. thanks

Skyrant is the good alternative now. I think devRany became more of an portfolio project for the original devs now, not mycg more.

The app hasn't been updated in a while, yet the policy reads:

'Existing apps must target Android 13 (API level 33) or higher to remain available to new users on devices running Android OS higher than your app’s target API level. Apps that target Android 12 (API level 31) or lower ( Android 10 or lower for Wear OS and Android 11 or lower for TV OS), will only be available on devices running Android OS that are the same or lower than your apps’ target API level.'

I had a look at the APK, and it seems they used titanium (or similar named thing) to compile JS. Maybe that framework isn't being updated anymore? Or because it's JS they need to do 6 major version rewrites?
