TL;DR I think we're past the deadline for having something in place for this sort of crap.
I live in Puerto Rico, last year the island got hit by Hurricane Maria. Most of the damage was not to houses, but to the infrastructure. So that meant no electricity, no water, no comunication of any kind.
To make shit worse, it took more than 2 weeks to get any official reponse from one of the most powerful nations, the US. To this day (8 month, 18 days after storm) we still haven't received a lot of the help that was needed.
I could go on and on about a lot of messed up shit about the situation. But I don't have enough space.
One of my side projects is to make an inventory app to have food, water, and batteries. Plus their expiration date to maximize usage. Not a lot I can do about comunication, except maybe use a ham radio.

So I just saw an ad on Twitter about a project launched by IBM and the Linux foundation that aims to recruit developers to create programs that would help in case of natural disasters.
Do you think it can really make a difference or that it's just a marketing move from IBM?
