Digitalocean probably has one, though I doubt it's public information.

@bahua digital ocean offers as far as I know only the "we don't care and nullroute you" ddos mitigation, not to say they don't invest into their own ass though, by having all sorts of mitigation for the datacenter itself.

makes you wonder though, API endpoints and all that jazz for sure has a rate limit or a global watch, but the server itself? if @dfox would want to comment it could be interesting, since devrant does not use cloudflare or other middleman to reroute against ddos iirc
