Depends on what you want to animate (which objects, what should they do?) and what type the result should be (e. g. video/gif, "real" animation to be used in Unity3D or something similar).
Blender is a mighty tool for animations, but if you want to use it, you should probably watch some tutorials about the basics of Blender before (this may take some time ...) and then learn about the animation part.
But if it's just a simple animation, there are more simple tools available on the internet.

YouTube the principles of animation. You'll thank me later.

Keep in mind that animation is a tedious process.. sequences only lasting a few seconds can take months to polish. Don't give up on it, just fair warning it can be a real pain in the ass.. the reward is like none other.

Start with keyframes(main poses), then breakdowns, then in betweens.. there's plenty resources on all those. In fact, each of those three things have jobs dedicated to them.

Best of luck, it is a challenging task, but it's a hell of a lot of fun too ๐Ÿ˜Š

Another program you could use for drawn animations is Krita(https://krita.org). I've never done any animations so I'm not gonna claim it's great for that, but it's pretty good for digital painting. Not really a tutorial but here is a time-lapse of someone creating an animation with it: https://youtube.com/watch/...
