I just tried with Chrome, and yup, I've got the same screen as you!

Brazilian, Colombian, Australian, New Zealand, and Latin America region selectors give you a 404 (or similar), the Taiwan version tells you there's a security error and won't load the page (Chrome), Norway is down for maintenance.

Everything else is up and functional.

I know this because I tested every one instead of sleeping like a normal person.

My results may change, but as of testing that was their status.
