Both have their pros and cons.
I love Ruby, one of the best languages IMO, but learning Rails wasn't an easy task. A lot of people complain that the MVC architecture is hard to grasp at the beginning, so the learning curve is an issue to beginners.
I also work with PHP and there's a lot of hate on that language, sometimes without reason. PHP doesn't force you to use a specific architecture or programming style, so the chances of doing crap code is high. But the OOP aproach in the last versions of PHP is a really nice tool to develop.
In the end, I think that the language may be the best, but if the programmer is used to do crap code it won't get the real capabilities of a powerful language.
Pick one and get good at it, experiment with examples, keep learning the advanced stuff and you won't regret it. If, by chance, you don't like what you are doing, you can allways switch to the other and start learning that as well. -
hckmar2817yI'll recomend you to learn both, after that make your own opinion. I learned php and after trying ruby I left php xD
