You indeed need to be somewhat connected to your local network to access its router, be it by Wi-Fi or ethernet (cable).
Obviously, you cannot access your router's interface if you are not physically linked to it through a network.
Aside from that, and since only the users connected to the same local network can access to the router's management interface, there is no need for https to access it. Plus 99.99% of the time, you need a username and a password to enter the management interface.
You CAN force https on your local network. But that doesn't mean you SHOULD, unless you have top secret classified information roaming about on your local network obviously. -
Well you're not supposed to acces to your router admin outside of the local network which it's on anyway...

We were using Skype until recently we switched to Slack. Now i never start Skype anymore. Microsoft did really fuck up Skype since they bought it. Never delivered messages, missing attachments, random audio volume, bad transmission...
