It really depends on what it is.
I downloaded a simple program to remind me every half hour I need to stop for a few minutes. Very minimal design, but it doesn't matter, since it stays in the background 90% of the time.
Something like a music streaming service needs to look amazing as fuck because I'm keep it on my screen most of the time. -

Let's say there is a program or whatever sort of thing that does the exact same thing except the gui...
1. A shitty gui with default buttons, etc but with ok paddings and margins so that it is a bit usable (if it is a web app, no css) -- 5MB
2. A super cool 1337 h4X0R looking gui with awesome animations -- 100MB
