Wow... i'd get <program-lead> on the phone and ask him to read the email below the one he just sent out loud.

cheat1173336yReply with,
Per my last email, I have defined the timeline.
Then wait for him to ask what email and send back one word. "Exactly" -
@badcopnodonuts no, I replied and weirdly it went back and forth for a bit.
This guy is just really strange. He attends the meetings and sends out the minutes. But nothing actually enters his brain ... and I’m not joking.
I had another very similar issue with him 2 months ago. We were all on a call and I had to give the same answer like 7 times over 15 minutes because he just wasn’t getting it. The answer was again “mobile have no effort here”. So it’s not like it was super technical or something.
Ha I was being slacked by colleagues at the time “why the fuck does he keep asking you the same question? Can he not hear you and he just won’t admit it???” Lol -
I love using the highlight feature in email with a quick "see below". If they still miss it then I get a bit more forceful. Usually these kinds of people will see it and respond with an "Oh ok ty".
If I have to explain something that they could have got by reading the email then I say you didn't read or didn't understand the prior email and leave it at that unless they have further objections. Still pisses me off when you gently point out stuff to people and they refuse to see "because they don't have time" or some other bullshit.

Hi All,
Documenting today’s meeting minutes. Backend confirmed they will handle the Twilio integration from their side entirely. There will be no mobile work required for this task.
Thank you,
