Unplug computer, take hard drive out, punch it as long as it gives in to your physical force, assert dominace over Windows by T-posing over the hard drive.
Buy new hard drive -> fix. -
This is a design bug. Why would you want to open an internet browser when you are not connected to the internet? Any other time seems more appropriate.
A bad solution would be to have a dummy program as your default browser. Maybe one that opens and actual browser if the page to be opened is something other than this? -
@electrineer The reason is because Windows thinks this is a captive portal. So it opens the browser so you can login to the portal to get your internet working. I can see this being helpful for connecting to hotel networks for instance. For me it is not helpful, just annoying. So, yeah, it is Windows trying to solve one problem and creating a problem somewhere else. The bag of liquid phenomenon. You push one place and somewhere else it moves.

UPDATE:
Windows 10 apparently realized my network is not a captive portal. So it stopped doing this on its own. Woohoo!

I just updated from 1803 to 1903. I normally connect this computer to an "offline" network. In 1803 it just worked normally and nothing happened when I connected to this network. Now in 1903 as soon as I log into the computer it pops up a browser window saying I am not connected to the internet. According to that link it should have been doing this in 1803, but it was not. Anybody know of a way to disable browser popping up reminding me there is no internet on my network?
Edit: Windows 10 BTW, for posterity.
