Jup. All the time. When finished we put it in wireframe tools but paper is easier to discuss with each other about and way quicker.

Only a lot of "developers" are bad in using PHP.

Make a plugin for yourself that strips everything you don't like. Then use stencil (github.com/moorscode) and acf5/cmb2 and build the rest on your own themes/plugins. Thats how we roll and I think its quite neat.
