As much as it makes more sense to just do a google search and pick what you like from the plethora of results served to you on a platter, one can at least understand the average person's desire to ask for suggestions as a way to make social interactions and bond.

Of course, that does not excuse the people who are doing to out of sheer laziness and insincerity, but I've found myself asking people for song recommendations even when I don't need them, as a way to strike up a conversation or get to know them better.
