Give him some classic tasks to learn programming. Like a Roman numerals converter. And after that something more complex like Conway's Game of Life. The I/O system should be the console for simplicity.

This sounds like a huge conflict of interest. What happens if you find out he is a total shit and you have to fire him?
He should have to go through the interview process. -
tedge3073yGo through onboarding, give him tasks to learn your tech stack; you can have him complete online tutorials. He doesn’t have to solve any business problems, but try to give him something to work on that familiarizes him with your environment and workflows. The idea is that he would be a prime candidate for an entry level position later.

Question is : what does he study ?
Does he like programming ? If by now he didn't program something in his spare time, I have big doubts.
Again, you will only waste your own time and money if he has no interest in it.
