Fellow developer likes to request changes on pull requests to do major refactors on untouched code or change functionality which is outside the scope of the ticket.
Manager doesn't work on the codebase and doesn't care. This blocks our work and we often have to submit to their demands.
Feels very micromanagy even tho we are all experienced.

Devs in our team allowed that to be in the past. Because our manager consistently says he wants stuff done like yesterday!3 -
Once had a manager who would say things like "you're odd" and didn't have the decency, and was paid double. Some people just step on others to make themselves look 'taller'. Had to leave that negative space immediately. Got a 40% pay rise at new company. Win!

If anyone says it will take a day, it actually means a month.
1week means 1month
1month means 3months
3months means 1year (will take some for the BA and Product Manager to realise actual the problem they are trying to solve)
1year means you won't be working on project, they'll outsource it.6 -
So you want full stack engineers to: design, do UX, create front end, build backend and deploy it in your mono repo stupid manual deployment "kubernetes cluster", add monitoring alerting manually, review others PR, QA our own apps and features, manually sync to Production, use VPN otherwise we cannot connect to anything, 2factor auth, do SRE, architecture diagrams, demo, run agile ceremonies, and learn a legacy coding language which was never mentioned in the job description. Did I miss anything?7
